Municipal Benchmark Report

road_equipment.jpgIn working with more than 60 municipal fleets, E3 Fleet Review services identified opportunities to reduce carbon emissions by over 7,500 tonnes and save $3 million in fuel costs. Action on these points would be equal to taking 1,000 full-size pick-up trucks off the road!


Do you manage a municipal fleet? If so, the 2010 Municipal Benchmark Report offers a helpful point of comparison when it comes to your own data. For the first time, the E3 Fleet program has compiled data on GHG emissions, operating costs and vehicle downtime/availability from the Fleet Reviews of more than 60 municipal fleets or sub-fleets from British Columbia, Ontario and Alberta. The data is presented in consolidated form, reflecting averages across all fleets, and no individual fleets are identified.

The benchmark data is helpful in considering E3 Fleet Review results. A fleet manager may reflect on the following:

  • Do my fleet’s performance measures differ from the E3 Fleet benchmark?
  • Are there underlying fleet management issues (e.g., fleet age, vehicle right-sizing, driving practices) that are impacting results?
  • Is the mix of vehicles in my fleet different from those in an average municipal fleet?

Remember that every fleet delivers a unique mix of services and this can affect management choices and results. The goal is not to "beat the benchmark," but to commit to ongoing improvement.

E3 Fleet Partners

The E3 Fleet program reflects the commitment and expertise of many people, including some of the country’s most innovative fleet managers. All have a common passion – to see Canada’s fleets take a cleaner, green road to the future.

The Fraser Basin Council launched E3 Fleet in 2006 in cooperation with Climate Change Central (Alberta) and Fleet Challenge. Since October 2016, the program has been managed by Fleet Challenge Inc.

The E3 Fleet Charter members were also pivotal to its success: Auto-Gas Propane, BC Hydro, BC Ministry of Environment, City of Coquitlam, Corporation of Delta, Enbridge, City of Hamilton, Hydro One, City of Kelowna, Township of Langley, District of Maple Ridge, City of North Vancouver, Novex Couriers, City of Prince George, District of Saanich, University of BC and Municipality of Whistler. We’ve enjoyed the journey so far, and it’s only just begun. Join us!
